Participants will hear about experiences implementing adaptive MEL. Discussion will focus on key processes and tools that have practical application in development programs and can be used to accommodate complexity and monitoring of adaptive programs and projects, and support locally led development.

Denika Blacklock MEL Manager, PARTISIPA Program Denika is a specialist in development strategy, evaluation and adaptive MEL, focusing on systems change programs. Denika will provide an overview of adaptive MEL in practice, and the process of applying adaptive management principles to a MEL framework in a complex development environment.
Jillian Mendes Evaluation and Reporting Coordinator, PARTISIPA Program Jillian's presentation will focus on the effectiveness of having a range of tools to use in a complex development environment, where the feasibility and appropriateness of tools can be impacted by changes in context.
Abilio de Araujo Municipal Support Director, PARTISIPA Program Abilio (Billy) has been working sub-national governance and infrastructure in Timor-Leste for more than 10 years and is a champion of locally led development approaches. Billy will discuss how adaptive MEL, and having a toolbox of MEL tools and processes, is an important aspect of locally led development.
