In this roundtable discussion, MCC's partners in Senegal, Morocco, Cape Verde, and El Salvador will discuss how they connected project M&E with country data systems and decision making. They will discuss how they navigated the space between donor requirements and their respective government ways of working and priorities.

Come learn about the Information System for Salvadoran Educational Management (SIGES), the WASH Data and Reporting System of Cape Verde, the Data Validation Committee and Learning Agenda in Senegal, and the Morocco Employment Lab and Education Management Information System.

Roberto López MCA El Salvador II M&E Director (former) Roberto López is a monitoring and evaluation manager with El Salvador’s Ministry of Public Works, Education Infrastructure Sub-Directorate. He was the Monitoring and Evaluation Director for the Millennium Challenge Account, where he managed data collection contracts with the Salvadorian National Statistics Institute and developed user-friendly progress reports. His credentials include a Master's Degree in Public Administration and Management from the Polytechnic University of Valencia Spain.
Elizandra Alves Regulatory technician Elizandra Alves has more than 14 years of professional experience in the fields of Water Resources Management. She currently works as a technician at National Water and Sanitation Agency (ANAS), with responsibility monitoring Wastewater Treatment Plants at the national level. She calculates water and sanitation indicators for the Annual Report of Water and Sanitation Services in Cabo Verde (RASAS) and integrated water resource management indicators, within the scope of the United Nations Environment Program.
Omar Belahbib MCA Morocco II M&E Manager (former) Omar BELAHBIB has over 15 years of experience in management control, monitoring-evaluation and project management. His credentials include a Master’s degree in Finance, Audit and Management Control from the National School of Business & Management of Tangier – Morocco. Omar has served as project manager, data collector, consultant, professor, trainer and evaluator. He worked on various donor projects including MCC programs. Omar has also led and facilitated numerous training courses and panels in multiple countries. He is also an associate Professor at ESCA Management School and a Trainer for ENAP Canada's first international evaluation training program in Arabic (TAQYEEM).
Ibrahima Ba MCA Senegal II M&E Manager Ibrahima BA holds a degree in Field survey, qualitative and quantitative data analysis and sociological analysis at the University of Vincennes, Paris 8 - France. He has more than 10 years of experience in Monitoring, Evaluation, Research and Learning in the areas of Early Childhood, youth and child migration, Strengthening Parenting Practices, community development, Peace and Cross-Border Security, Counter-Narcotics and Related Law Enforcement of the US Department of State (INL).
Ariana Cabral Regulatory Technician Ariana holds a master's degree in Economics from the University of Coimbra. She teaches economics and finance at the University of Santiago. Since 2014, she has worked as a technician with the Regulação na Agência Reguladora Multisssectorial da Economia. She is also a part-time university lecturer.
Mónica Osegueda MCA El Salvador M&E Manager (former) Mónica is passionate about digital innovation and social and economic development. She worked for multilateral organizations focused on women's empowerment, education, health, and entrepreneurship in monitoring, evaluation, and learning. She is experienced in the technology industry, analyzing quantitative and qualitative data and developing and managing products. She holds a Bachelor’s degree in Economics and Business and is currently enriching my knowledge with a Master of Science in International Business Management.
Sarah Lane Senior Director, MCC, M&E Sarah Lane is the Senior Director for Evaluation with the Millennium Challenge Corporation’s Monitoring and Evaluation Division. She is also an adjunct professor in Georgetown University’s Global Human Development (GHD) program. Prior to joining MCC in 2015, she was an economist in the USAID Office of Economic Policy and USAID’s Asia Near East Bureau and Bureau for Economic Growth, Education and Environment. She is an expert in economic analysis of development projects with a particular focus on cost benefit analysis. She holds a B.S. in Mathematics and International Relations from the College of William and Mary, an M.A. in International Political Economy and Development from Fordham University, and an M.A. in Economics from Georgetown University.

Julian Glucroft Associate Director, MCC, M&E Julian Glucroft is an Associate Director with the Millennium Challenge Corporation’s Monitoring and Evaluation Division. He currently oversees M&E activities in Benin and Senegal and has managed complex evaluations in the power, agriculture, land, and transportation sectors. He co-developed the PIR Methods Menu, an open source to select fit-for-purpose evidence approaches. Julian has over thirteen years of experience in international development management and research with the United Nations, U.S. government and contractors, and non-profit organizations. Fluent in French and English, he received a B.A from Brandeis University in International and Global Studies and an M.A. in International Development from American University. When not at work, he enjoys jogging, cooking, and playing drums. He lives with his wife and two young children in Washington D.C.
