As AI reshapes evidence generation and analysis, the evaluation field faces a dual challenge: expanding capabilities while safeguarding trust. Combined with human analysis, AI can categorise, interpret, and cross-check at scale—remaining a tool shaped and controlled by humans. A shift from evaluation as compliance toward evaluation as a catalyst for systemic, just, and regenerative change is urgently needed.
This session draws on the Global Evaluation Agenda (GEA) 2.0 and the 3 Horizons Evaluation Initiative (3HEi), exploring how their complementary frameworks—covering enabling environments, institutional capacities, and catalytic synergies—can guide responsible AI integration and drive essential systemic change.

Her work emphasizes culturally responsive evaluation methods, ensuring that development initiatives are both contextually appropriate and effective.
Ian Goldman President, International Evaluation Academy (IEAc) Ian Goldman is President of the IEAc, a global organization dedicated to advancing evaluation policy, professionalism, and transformative impact. He also serves as an Advisor on Evaluation and Evidence Systems for the Global Evaluation Initiative and CLEAR Anglophone.
Silva Ferretti Independent Evaluation Consultant Silva Ferretti is an independent consultant working across humanitarian, development, and peacebuilding fields. With a long, international career, she promotes reflective, creative, and empowering evaluation practices grounded in learning and inclusion.
Bijita Devsharma Board Member, CoE-SA Bijita Devsharma is an independent consultant and evaluator with 16+ years of experience across sectors such as Education, Gender, Child Rights & Child Protection and Water, Sanitation and Hygiene (WASH). She is an expert in using gender transformative evaluation approaches and has been a consultant with leading organisations such as World YWCA, Oxfam India, Save the Children, Room to Read and Aga Khan Foundation.
