About the Event

Artificial intelligence tools are increasingly influencing how evaluators design studies, analyse data, and synthesize findings. However, the practical experiences of evaluators working in Caribbean and small island contexts are rarely represented in global discussions on AI and evaluation.
This panel will provide a platform for Caribbean evaluators to share their emerging experiences using AI in evaluation practice. The session will explore both opportunities and challenges associated with integrating AI tools into evaluation workflows while maintaining methodological rigor, ethical standards, and credibility.

Denise Thompson PhD Professor of Public Administration, John Jay College, CUNY Denise has a PhD in Public Administration with specializations that include Public Policy and Disaster Management. She has published extensively on public policy, disaster risk governance, disaster logistics and humanitarian response, disaster resilience and sustainable development.
Tashana T. C. Providence Ford Planning, Monitoring & Evaluation Officer, UNICEF- Eastern Caribbean Tashana holds master’s degrees in International Environmental Sustainable Development and Project Management and Evaluation. Her work focuses on strengthening evaluation practice, learning, and evidence use across development and humanitarian contexts, including emergency response, migration, and public health crises. She brings a practitioner’s perspective to discussions on evaluation, evidence, and trust, with strong emphasis on ethical rigour and methodological integrity.
Kemesha Swaby Social Policy and Research Specialist Kemesha has over 14 years of experience in monitoring and evaluation, programme management, and development research across the Caribbean. She specializes in mixed-methods research, stakeholder engagement, and evaluations involving vulnerable populations. Her work includes feasibility studies and independent evaluations for international donors. As a member of Caribbean Evaluators International, she supports the responsible use of emerging technologies while promoting ethical, credible, and evidence-informed decision-making in the Caribbean.
Kenel Cadet Executive Director, Global Initiative for Sustainable Developmement (GISD) Kénel is an Agricultural Economist and PhD candidate in Innovation Economics, with interests in innovation ecosystems, evaluation practice, organizational learning, and evidence-based decision-making. He holds a Master’s degree in International Development and has more than 15 years of experience supporting and managing development initiatives across the Caribbean region and Africa. He previously served as Executive Director of FONHDAD and is currently contributing to the development of GISD, a consulting firm he co-founded. He is a member of CEI and CAEPNet and formerly served on the Board of CLIO, the largest coordination platform of national and international NGOs in Haiti.

Arlene Bailey PhD Senior Research Fellow, Sir Arthur Lewis Institute for Social and Economic Studies (SALISES) Arlene is a Senior Research Fellow at Sir Arthur Lewis Institute of Social and Economic Studies and Associate Dean for Research and Innovation in the Faculty of Social Sciences at University of the West Indies, Mona. Her research focuses on information and communication technologies for development, community informatics, and the role of digital policy and innovation in sustainable development. She has published widely in international journals and conferences and serves in several editorial and leadership roles, including Senior Editor of the Electronic Journal of Information Systems in Developing Countries and Associate Editor for Information Technology for Development.
