Participatory Evaluation for Climate Resilience in Mongolia

About the Event

Globally, climate finance and policy efforts have emphasized mitigation, while adaptation needs—particularly in climate-vulnerable rural and urban areas—remain comparatively underfunded and under-evaluated. This session will examine how participatory and community-led evaluation approaches can help bridge this gap by generating localized data, informing tailored adaptation strategies, and strengthening transparency and inclusivity in climate decision-making. Drawing on experiences from government, academia, and civil society organizations in Mongolia, the discussion will explore how including affected communities in the scope of projects (including monitoring and evaluation) and integrating local knowledge into evaluation systems can enhance the effectiveness and equity of national climate responses.

Chuluunkhuu Baatar Climate Change Advisor to the Minister of Environment and Climate Change in Mongolia Ms. Baatar is a certified expert in carbon and climate finance with 10+ years of experience. She has led national climate finance efforts in Mongolia and now advises the Minister of Environment on private sector engagement, carbon markets, and regulatory reform.
Ariunaa Norovsambuu Cofounder, Executive Director, Public Lab Mongolia NGO A seasoned project management professional with 10+ years in environmental policy and governance. At Public Lab Mongolia, she promotes open data for climate resilience, engaging communities to assess resource management and climate risks, supporting local resilience through participatory approaches.
Bayartsetseg Terbish Associate Professor, Department of Sociology and Social Work, National University of Mongolia Dr. Bayartsetseg Terbish is an Associate Professor at the National University of Mongolia and a Research Fellow at UNU-CRIS. Her research focuses on social policy, migration, and climate adaptation among urban ger residents in Ulaanbaatar city, combining academic and community-based work.
Sanchir Jargalsaikhan Research Associate, University of Oxford Sanchir Jargalsaikhan is a political scientist, development practitioner, and consultant with 10+ years of experience in international, public, and civil society organizations, with expertise on governance, ESG, and sustainable development in post-socialist and late-developing contexts.
