We know that change in local systems does not happen because a single project either succeeds or fails, according to their defined metrics. This webinar explores how a "systems-practice" lens to evaluations reveals hidden mechanisms, emphasizing relationships and context over predefined metrics. Attendees will learn how an ex-post evaluation of USAID- and World Bank-funded programming in the Dominican Republic revealed stronger local education systems through layering social accountability interventions. This session presents new ways of evaluating sustainable, meaningful change.

Florencia Guerzovich Independent consultant Florencia is a thought leader and systems convener with 20+ years’ experience embedding evidence and learning in development programming from the global to the local levels. Her experience spans the World Bank, Open Society Foundations, Pact, and World Vision. She has a PhD from Northwestern Univ.
Tom Aston Evaluation Consultant Tom Aston is a MEL consultant with 18 years’ experience. He is on Evaluation's editorial board and an Honorary Associate at IDS, Unv of Sussex. He's advised CARE International, PERL, and CSSF and led evaluations for IBP, World Vision, the World Bank, and OSF. He holds a PhD from Unv College London.
Donald Mogeni Technical Director, Social Accountability Donald leads World Vision’s Social Accountability work in 815+ programs across 44+ countries. As a technical expert and researcher, he has written on the political economy of democratic governance, regional integration, and policy reform across Africa.

Lauren VanEnk Sr. Technical Advisor, Locally Led Development Lauren is a public health practitioner with 15 years’ experience in localization, capacity strengthening, family planning, gender, strategic scale-up, and social and behavior change. She serves as Sr. Technical Advisor on Locally Led Development at World Vision. Previously, she was a faculty member at Georgetown University’s Institute for Reproductive Health where she designed and led several family planning projects and research studies in Africa. She holds an MPH from GWU.
