摘要
The panel brought together experts to share the challenges and strengths of Evaluation Capacity Development from Anglophone Africa, Asia, Europe, and Latin America and the Caribbean. In Anglophone Africa, primary obstacles included a lack of resources, poor data quality, and a skills gap among evaluators. In Asia, the emphasis was on leveraging partnerships and learning through doing. Europe needs standardized curricula and quality assurance to professionalize evaluation practices. Latin America and the Caribbean experience unequal access to training and needs context-specific training and knowledge generation. The panel concluded that advancing ECD requires a culture of evaluation, institutional commitment, and tailored training programs.
Following the panel, it has been highlighted that strengthening Evaluation Capacity Development globally requires the creation of spaces for knowledge exchange between regions to share best practices and address common challenges. It was concluded that stakeholders should bridge the skills gap by establishing and strengthening partnerships to facilitate shared learning and resource pooling. Additionally, reinforcing quality assurance in training as well as creating equitable access to training programs and focusing on context-specific training can address regional disparities. Finally, fostering a global culture of evaluation and institutional commitment through policies and incentives will be essential for sustained progress.
