About the Event
COVID-19 pandemic and subsequent lockdown and restrictions for a significant period of time has put forth a challenge for Development Evaluation sector, particularly in developing and emerging economies, including India. High dependency on traditional and manual/physical collection and access to data resources, be it interaction with different stakeholders or access to knowledge and resource centres for getting secondary data, makes evaluation exercise a challenging task for evaluation community in this region, during such times. Limited availability and use of technology; geographic spread and demographic profile of stakeholders including general population posed numerous challenges for conducting participatory and evidence based evaluations.
COVID-19 related restrictions however provided opportunities out of challenges to adapt, develop and implement evaluation techniques and tools, even though in limited scale. The proposed panel discussion will have evaluation professionals share their experience of carrying out evaluation related activities during this period and deliberate on learnings for future, without compromising with quality of evaluation and also ensuring optimal utilization of resources.

摘要
Apart from ethical safeguards, the evaluators must follow a do good policy during the pandemic that must connect participants with service providers. The story-telling technique could have a therapeutic impact on the participants. The technique could be used with people suffering from fear and stigma due to Covid. It's important to shift power to the NGO partners as it supports not only in terms of nonrestrictive funding but also reporting and M&E. The panel concluded with the statement that all the suggestions have the potential to shift from hegemonic practices to inclusive processes through collaboration on one hand and clarifying and simplifying evaluation questions and methods on the other in order to tie them with tangible outcomes.
Evaluation Community of India plans to hold a series of learning sessions along with the evaluation stakeholders including the government and the young and emerging evaluators for adapting the new techniques and forward-looking perspectives in making the evaluation influential and inclusive.
