About the Event
Building on the success and insights from the first edition, this online event marks the launch of the second edition of the Global Data Barometer, featuring key updates to its structure. This edition focuses on gaining a deeper understanding of the status of data for the public good in 43 countries across Africa, Latin America, and the Caribbean. The Global Data Barometer continues to evolve as a powerful learning tool for governments, policymakers, and civil society. With refined indicators and a participatory data collection process, the second edition offers valuable insights that can guide policy development, foster transparency, and enhance accountability in how data is governed, shared, and used for the public good.

| Silvana Fumega | Global Data Barometer Director | Silvana, the Project Director of the Global Data Barometer. Previously, she was Research and Policy Director of ILDA and has worked with numerous international organizations, governments, and civil society groups. Silvana holds a PhD from the University of Tasmania, a Master’s in Public Policy from Victoria University of Wellington, and a Political Science degree from the University of Buenos Aires. She co-founded Data Against Feminicide, is a Research Affiliate at MIT’s Data + Feminism Lab, and serves on The Data Tank’s Board of Directors. |
| David Zamora | Global Data Barometer, Capacity Building Lead | David, the GDB’s Capacity Building Lead, is a consultant specializing in digital transformation, transparency, open government, and open data, with extensive experience in Latin America, Asia, and Africa. He has led major e-government projects and worked on open data initiatives with the UN, Inter-American Development Bank, and World Bank. David also manages Costa Rica’s Public Sector Transparency Index, and coordinates the Infrastructure Transparency Index for CoST, and has led the LAC Open Data Barometer. He holds an MA in IT Management from KAIST and a BA in International Trade from the University of Costa Rica. |
| Gloria Guerrero | ILDA, Executive Director | Gloria, ILDA’s Executive Director, is a public policy expert focused on open data, technology, and human rights. She has led digital transformation and open government initiatives across Latin America, designed policies for the responsible use of AI in public services, and managed international partnerships to support inclusive tech. Gloria coordinates the Data for Development (D4D) network and is a frequent speaker at global forums. She holds a Master’s in Public Policy from the Hertie School of Governance and a degree in International Relations from Tecnológico de Monterrey. |
| Keziah Munyao | LDRI, Community of Practice Lead | Keziah, LDRI’s Community of Practice Lead, is a researcher specializing in evidence-informed policy, regulatory frameworks, and data-driven development. She provides technical leadership to support African governments in ending poverty, hunger, and inequality. Keziah has led key research initiatives, including the 1st and 2nd editions of the Global Data Barometer and the Global Index on Responsible AI in Africa. Her work focuses on translating data into actionable solutions and advancing responsible technology in Africa. She works with the Local Development Research Institute, a think tank focused on enabling inclusive, evidence-based development across the continent. |
| Yacine Khelladi | Caribbean Open Institute, Co-founder | Yacine, a co-founder of the Caribbean Open Institute, is an economist and digital development expert with over 30 years of global experience. Based in the Caribbean, he advises governments and international organizations on digital transformation, data governance, and inclusive public policy. Yacine has contributed to both the Open Data Barometer and Global Data Barometer, including as a researcher for the 2025 edition. His work focuses on building responsible data ecosystems and supporting initiatives on Digital Public Infrastructure and AI governance across Latin America, Africa, and the Caribbean. |
