Adaptive management involves fostering a culture of evidence-informed adaptation rather than just data collection. This approach needs rigorous frameworks that support continuous learning and real-time decision-making. To that end, monitoring and evaluation (M&E) should be dynamic and focused on adaptation, aligning with the needs of decision-makers. Leadership plays a crucial role in creating an enabling environment for staff to act on evidence and adapt. Moreover, a shift in accountability and incentives is necessary to support adaptive management effectively.
Panelists suggested enhancing documented and transparent processes to support adaptive management, aligning accountability and reporting with adaptive practices. Continuous learning and tracking interim progress should be prioritized, with evaluation focusing on contributions to outcomes and decentralized evaluation functions. The panel agreed that the need for a cultural shift towards collective learning and adaptation is crucial. Accountability should emphasize learning over targets, with leadership fostering an environment that enables staff to act on evidence and adapt.
