“Wow, it’s crazy out there!” – Introduction to Using Foresight in Evaluation

“Foresight is the capacity to think systematically about the future to inform decision-making today” (Conway, 2015). Increasingly, evaluators are called upon to think strategically about the future, e.g. by crafting forward-looking recommendations that can adapt to change, or by including horizon scanning and scenario building into their analysis. Such an approach shifts the focus from retrospective analysis towards a focus on resilience in the face of volatility, uncertainty, complexity, and ambiguity (VUCA).
This workshop is designed for evaluators and evaluation commissioners, as well as interested researchers, civil society organizations and youth.
By the end of the session, participants will have a better understanding of:
• What is Foresight? How to use Foresight in evaluation? Why does it matter?
• What are some Foresight tools and methods I can include in my evaluation? How do these work in practice?
• Where can I find resources on combining Foresight and evaluation? Who can I exchange with?
• What are some of the practical considerations, challenges and limitations of including Foresight in evaluation?
Format and method:
Mix of presentations, discussion and interactive elements.
Duration 2 hours.

| Tina Tordjman-Nebe, PhD | Evaluation Advisor | Dr Tina Tordjman-Nebe in an Evaluation Advisor in UNDP’s Independent Evaluation Office, where she leads corporate and thematic evaluations and syntheses. Among her recent publications are the ‘Formative Evaluation of the UNDP Funding Windows’, the 'Formative Evaluation of the Integration by UNDP of the Principles of Leaving No One Behind' and the 'Evaluation of the UNDP Strategic Plan 2022-2025'. Tina coordinates IEO's 'Reflections' series, bringing together lessons from past evaluations to support decision-making on urgent issues, and co-coordinates the ‘Foresight in Evaluation’ Interest Group of the United Nations Evaluation Group. |
| Barbara Torggler | Head of Evaluation, International Atomic Energy Agency | Barbara Torggler is the Head of Programme Evaluation in the Office of Internal Oversight Services at the International Atomic Energy Agency. She has 30 years of experience in international cooperation, over 20 of which in evaluation, including in leadership roles. She has worked in several UN Agencies across the world, NGOs and in academic contexts. She co-coordinates UNEG’s Foresight in Evaluation interest group. |
| Erica Mattellone | Section Chief, UNICEF Evaluation Office | Erica Mattellone is the Chief of Institutional Effectiveness at UNICEF’s Evaluation Office. With more than 20 years of leadership experience in evaluation, she leads multidisciplinary teams assessing how UNICEF’s systems, policies, and strategies enable effective programme delivery. Her work promotes evidence-based decision-making through strategic communication, evaluation syntheses, and the management of an organization-wide evidence gap map identifying what works for children. She co-leads the UNEG Interest Group on Foresight in Evaluation and the Campbell Children and Young Persons’ Wellbeing Coordinating Group. Previously, she served as Chief of Social Policy and Evaluation in UNICEF Madagascar and as UNICEF’s first multi-country evaluation specialist, managing evaluation and research portfolios across Cambodia, Malaysia, and Myanmar. Her leadership experience also includes serving as Deputy Representative in Jamaica, as well as global roles in humanitarian evaluation and emergency response. Before joining UNICEF, she worked with UNDP, the European Commission, UNIDO, and international NGOs. She holds an Executive Master in Public Administration and a Master’s degree in Anthropology and Development from the London School of Economics, and a degree in Political Science from the University of Trieste. |
| Simon Bettighofer | Evaluation Specialist, UNICEF Evaluation Office | Simon Bettighofer is an Evaluation Specialist at UNICEF’s Evaluation Office in New York, where he has worked since 2022. He is part of the Institutional Effectiveness team, focusing on evaluations of organization-wide functions and strategies that shape how UNICEF operates and delivers results for children. He has managed major evaluations, including of UNICEF’s Strategic Plan (2022–2025) and internal communication and staff engagement. In addition to his core role, Simon co-leads the UNEG Interest Group on Foresight in Evaluation and serves as an Ethics and Culture Champion within the Evaluation Office. Previously, he worked at the German Institute for Development Evaluation (DEval), the World Health Organization (WHO), and the International Trade Centre (ITC) in Geneva. He has also been engaged in wider UN change initiatives, including the Department of the Possible and the Young UN network, contributing to efforts that explore how the UN system can evolve its ways of working to remain relevant and effective. |
