The panellists will discuss best practices, innovations and trends in evaluations. and bring out experiences from organizations such Benezir Income Support Program 's (BISP) national socio-economic registry (NSER), which is the cornerstone of BISP's conditional and unconditional cash transfer programs. They will highlight the importance of scientific means used for beneficiary targeting and objective evaluations of social protection programs in Pakistan. They will specifically focus on the importance of using a good-mix of planning, targeting and performance measurement approaches. They will also share first hand insights as how remote third-party monitoring can be employed in the current context of COVID-19.

Evaluation studies must have: clear evaluation objectives, optimal resources, right leadership and oversight, right evaluation design, right sampling design, right tools – translation and back translation, well-developed evaluation framework, well articulated main questions and secondary questions, right evaluators with necessary technical and contextual competencies, timely reporting.
Innovate and improve the quality and adequacy of evidence through improving: Evaluation designs, Sampling strategy, Mapping existing knowledge, Data collection methods, sources and timings, Data multiplicity and adequacy, Quality assurance, Data analysis, Smart reporting, Use of technology
We are going to request all four presenters to write articles on by using the contents they presented, for publication in the journal of IOCOM (http://iocomsa.org/node/121). We plan to have a follow up discussion session with presenters in next quarter. Discussions will specifically target how to promote culture of evaluation in the country. We expect that one of two participants from IOCOM (http://www.iocomsa.org/) will participate in the discussion.
