Global Crowdsourcing Exchange: Advancing the Beijing Action Plan Together

The Independent Evaluation Office (IEO) proposes a globally crowdsourced session engaging the international evaluation community to reflect on the Beijing Action Plan and the realities of advancing it amid today’s complex and rapidly evolving context. This hybrid learning and exchange session will revisit the Plan’s key priorities while creating space for participants to surface ideas, share experiences, and connect with one another to collectively strengthen national evaluation capacity development (NECD). Convened in the lead‑up to the 2026 National Evaluation Capacities (NEC) Conference, the session will be hosted by the IEO Capacity Development team in partnership with the CLEAR Centres.

Janis Grychowski Chief of the Capacity Development Section, Independent Evaluation Office of the United Nations Development Programme (UNDP) Janis Grychowski is Chief of Capacity Development at UNDP’s Independent Evaluation Office in New York. She leads global efforts on evaluation capacity, including the National Evaluation Capacities Conference. With 20 years’ experience, she previously held senior roles at Global Affairs Canada.
Dr. Douglas Glandon Acting Program Manager, Global Evaluation Initiative of the World Bank Independent Evaluation Group (IEG) Dr. Douglas Glandon is Acting Program Manager of the Global Evaluation Initiative at the World Bank’s IEG. An expert in evaluation and research methods, he has led innovations at 3ie. He holds a PhD from Johns Hopkins and degrees from Tufts.

Rayza Oblitas Evaluation Analyst, Independent Evaluation Office of the United Nations Development Programme (UNDP) Rayza Oblitas is an economist and evaluation professional with 11 years of experience across Europe, Central Asia, and the Americas. At UNDP’s IEO, she drives work on the National Evaluation Capacities (NEC) Conference and strengthens decentralized evaluation systems and global capacity.
