Abstract:
As nations strive for evidence-based policymaking, the institutionalization of Monitoring and Evaluation (M&E) systems has become imperative. Despite this, a significant number of low- and middle-income countries face challenges in implementing robust national evaluation frameworks. These challenges include limited human resources, insufficient funding, weak data infrastructures, and fragmented institutional frameworks.
This session will delve into the challenges and opportunities associated with institutionalizing M&E at both national and subnational levels. Key discussion points include:
Building Institutional Capacity: Strategies to address gaps in M&E expertise, data management, and evaluation literacy within public institutions.
Sustaining Political Will: Approaches to ensure long-term governmental commitment to M&E beyond donor-driven initiatives.
Integrating M&E Across Systems: Methods for embedding evaluation into governance structures to foster a culture of evidence-based policymaking.
Leveraging Technology and Innovation: Exploring how digital tools, real-time data systems, and AI can enhance the efficiency and reliability of national evaluation systems
