Ethical Usage of AI for Efficient Evaluation

The Government of India has increasingly emphasized evidence-based decision-making and outcome-oriented governance to improve the effectiveness of public welfare schemes and development programmes. In this context, AI offers significant potential to strengthen the monitoring and evaluation (M&E) ecosystem by enabling faster data processing, predictive analytics, real-time monitoring, and improved targeting of beneficiaries. It is believed that AI tools can support ministries, implementing agencies, and M&E institutions in analyzing large datasets generated through schemes implementations and surveys. At the Implementation level, by automating routine analytical tasks and examining large volumes of MIS data, AI can help identify inconsistencies, data anomalies, duplicate beneficiary records, reporting errors, and gaps in scheme implementation, thereby strengthening transparency and accountability in scheme monitoring and subsequently supporting the accuracy and reliability of existing evaluation systems.

The usage of AI tools in evaluation processes has become increasingly important as various institutions, including Governments, seek to improve efficiency, transparency, and effectiveness in assessment systems. It has been established that AI tools can support evaluators by automating repetitive tasks, analyzing large volumes of data, and identifying patterns. At the same time, the use of AI in government scheme evaluation must adhere to strong ethical and governance principles to ensure inclusion, fairness, accountability, and transparency. Since evaluations often involve sensitive beneficiary data, robust safeguards for privacy, data protection, and informed use of information are essential. It is of a view that AI systems should be designed and periodically audited to minimize algorithmic bias that may adversely affect vulnerable or marginalized groups. Clear and transparent use of AI tools, along with continued human supervision in decision-making, is essential to ensure fairness, accountability, and inclusiveness in scheme evaluations. Furthermore, evaluators and government officials must be adequately trained to understand the limitations and responsible application of AI tools. A balanced approach that combines the use of AI tools with proper ethical safeguards can improve the quality, reliability, and fairness of evaluations of Government of India schemes, while also promoting good governance and citizen-focused administration.

Astha Kapoor Ms. Astha Kapoor is the Co-founder of Aapti Institute, a Bangalore-based research firm that works at the intersection of technology and society. She has 15 years of public policy and strategy consulting experience, focusing on using technology for welfare. Astha works on participative governance of data, and digital public infrastructure. Astha was a member of World Economic Forum Global Future Council on data equity (2023-24), visiting fellow at the Ostrom Workshop (Indiana University). She was also a member of the Think20 task force on digital public infrastructure during India's and Brazil's G20 presidency and is currently on the board of the Global Partnership for Sustainable Data.
Anoop Sharma Mr. Anoop Sharma is Evaluation and AI Specialist at IFAD’s Independent Office of Evaluation (IOE). He has more than seven years of UN experience in evaluations, operational assessments, and AI and data driven analysis. At IOE, Anoop is leading the integration of the Office’s AI strategy into evaluation processes.

Experience: Abinash belongs to the Indian Economic Service and joined the Government of India in 2009. • Joint Director (Economic Division), Department of Economic Affairs (2019-2021): Conducted empirical research on the health sector, fiscal policy and disinvestment issues. Also studied impact of COVID-19 on the economy using high-frequency data. Extensively contributed to the preparation of Economic Survey (Vol. 1 & 2) in various roles – authoring chapters, procurement of services, publication and dissemination. Also conducted Pre-Budget Meeting in the Ministry of Finance. • Deputy Director (Financial Market Division), Department of Economic Affairs (2014-2019): Was involved in development and monitoring of the Indian Securities Markets; administering SCRA Act and Rules; development of a dedicated SME platform for ease of access of finance to the MSME sector; researched FDI in stock exchanges. • Assistant Director (Financial Market Division), Department of Economic Affairs (2010-2014): Monitored secondary markets, data mining and tracking key financial sector indicators; policy briefs on secondary market issues for evidence-based policy making; and capacity building in the ASEAN and African countries in developing their securities markets.
