Evaluation is the final stage of a multi-stage process which among others include measurement and assessment.

What to measure ?
Human survival, ideals and coexistence are definable as empirical realities or abstraction of a construct that exists in mental and psychological realm. These objects and construct are usually fundamental for all humans to the extent that they are describable as distinct ontologies as codified in the fundamental human rights for example. Other similar fundamental ontologies exist beyond humans to social, economic, political, environmental and even beyond to the metaphysical and cosmological existence.
Ontology provide the scientific basis for epistemic assessment that could allow the study and development of an appropriate tool of measurement. And with measurement the door is opened for fair, honest, repeatable, and explainable assessment and evaluation.

2. Create a uniform framework of fundamental axiologic parameters across diverse field of human endeavors
