This paper presents Nepal’s experience in cultivating a collaborative national evaluation ecosystem through the development and implementation of a Five-Year National Evaluation Action Plan (2016–2020). The initiative was grounded in the principle of “working together,” involving a broad range of stakeholders—government agencies, parliamentarians, VOPEs, academia, civil society, donor agencies, and young professionals.

The presentation explores how the culture of collaboration was initiated and sustained, with mechanisms such as national workshops, the EvalNet platform, quarterly review meetings, reference groups, and youth-led evaluation activities. It highlights how shared values such as trust, transparency, voluntarism, and mutual respect were critical to sustaining engagement across diverse actors. It also reflects on how this ecosystem approach contributed to national ownership, policy coherence, and evaluation capacity development.

Participants will gain practical insights into how collaborative frameworks can strengthen national evaluation systems. Key lessons include the importance of institutional and individual commitment, the role of evaluation champions, and strategies to navigate challenges such as time constraints, resource gaps, and sustaining voluntary engagement.

This session is particularly relevant to countries and institutions seeking to localize evaluation practices in line with the SDGs, foster inclusiveness, and strengthen the demand and use of evidence in decision-making. It offers a replicable and adaptable model for fostering an evaluation ecosystem rooted in co-creation, shared ownership, and sustainable practice.
