Beyond Gender Mainstreaming: Insights from evaluations of three international financial institutions

About the Event

Three international financial institutions—the Asian Development Bank (ADB), the International Fund for Agricultural Development (IFAD), and the World Bank Group (WBG)—have recently completed evaluations on the promotion of gender equality and women’s empowerment.

All three evaluations highlight the persistent challenges these institutions face in mainstreaming gender across the preparation, design, implementation, monitoring, and evaluation of projects, programs, policies, and regulatory measures. They also point to the difficulty of doing so in a way that avoids a perfunctory, box-ticking approach while encouraging deeper initiatives that address the root causes of gender inequality.

In this session, the independent evaluation offices of the ADB, IFAD, and the World Bank Group will present methodological insights and lessons from assessing the results of international financial institutions in promoting gender equality, through gender “mainstreaming”, and through more transformative approaches, developed and implemented with local partners. The discussion will explore how results have been measured, where progress has been made, and what gaps remain.

This session will be valuable for evaluators, practitioners, and national decision makers, offering insights on how to construct a robust body of evaluation evidence, as well as practical lessons on strengthening monitoring and evaluation (M&E) frameworks that better capture development impact.

Elena Bardasi Senior Economist, IEG Dr. Bardasi's current work focuses on assessing the gender impacts of policies and programs for poverty reduction. She has contributed to the Africa Competitiveness Report and to several Investment Climate Assessments of Sub-Saharan African countries.
Eoghan Molloy Senior evaluation specialist, Independent Evaluation Department, Asian Development Bank (ADB Eoghan is a senior evaluation specialist in the Independent Evaluation Department of the Asian Development Bank (ADB). Prior to joining ADB, he worked as an evaluation specialist at the Independent Office of Evaluation at the International Fund for Agricultural Development (IFAD), and at the Office of Evaluation of the Food and Agriculture Organization of the United Nations (FAO). He previously worked with the Development Centre of the Organisation for Economic Co-operation and Development (OECD), and with the Environment and Development Division of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP).
Monica Lomeña-Gelis Senior evaluation officer, International Fund for Agricultural Development (IFAD), Monica is a senior evaluation officer at at the International Fund for Agricultural Development (IFAD), since 2019. Before joining IFAD, she worked at the independent evaluation offices of the African and the Interamerican Development Banks. She also coordinated development projects in the Sahel and in South America, and in the environmental private sector in Spain.
